It's a fault to block serve. A legal block has nothing to do with a jump. It's about having hands up, higher than the height of the net and deflecting an attack.
The first contact on the serve receive is the first of the team's contact. If you argue the point that you blocked it up, you would lose the rally then. If you played the ball up with a blocking motion regardless of jumping or not, and have your hands above the height of the net and in the front zone of the court, you have to keep the ball on your side of the court for a second contact from another teammate. Otherwise it would constitute as an attack on the serve and that is a fault too.
I only worded to point out the fact that a blocking action is not always a block. It may infact be a ball handling action as intended as the first of team's contact. Also when a person's hands are below the height of the net, it can never be counted as a block, even off of a spike.
